Module cli 

Reusable command runner (makemigrations, migrate, rollback, showmigrations, squashmigrations).

Applications call run from their own binary so makemigrations can see compiled siderite_orm::ModelMeta. The siderite CLI binary only applies JSON files; see docs/MIGRATIONS.md.
